Marquez missed the grand prix at Le Mans after crashing in the sprint at that event.
He underwent surgery on his foot and took the opportunity to bring forward planned surgery on his shoulder during the injury-induced absence.
Pending a medical assessment on Thursday, Marquez will ride at Mugello.
“Following a positive medical check, Marc will travel to Mugello tomorrow,” Ducati said in a statement.
“He is scheduled for a final trackside assessment on Thursday to secure the fit to race clearance for Italian GP.”
While one Marquez returns, another will stay sidelined.
Gresini rider Alex Marquez will be absent from Mugello as he continues his recovery after fracturing his neck and busted collarbone in an ugly crash at Catalonia.
Ducati test rider Michele Pirro will fill the void alongside Fermin Aldeguer at Mugello and Balaton Park.
It will be the second start this season for Pirro, who deputised Aldeguer earlier this year at Buriram following a pre-season incident that broke his left femur.
MotoGP at Mugello takes place on May 29-31.
